This student film juxtaposes the glossy redevelopment plans for a marina, hotel and export centre with chunky quotations from Friedrich Engels on the struggles of the workers and cynical comments from "the forgotten people": local residents who fear that the proposal will only benefit the wealthy.

Camera pans across family in a living room with children sitting on a sofa. Children play around a scrap lorry cab. A derelict room with chairs and a bed frame. A child plays with a man.
04:35 – 06:06 Camera pans across the front of a block of flats. Men work on a construction site. Cut to the model of the docklands, then back to the building site with machinery. Close up on a sign for the construction company.
06:06 – 08:09 A plane comes in to land, cut with exterior shots of buildings. Aerial view of the model. Sailing boats on the river, a rowing boat goes past in the foreground. Shots cut between children playing on a scrap pile and the sailing boats.
08:09 – 10:11 Close up on theatre on the model. Camera moves across the model. Camera pans up the Royal Garden Hotel. A child plays in rubbish. Shot of old houses as two men walk past in the foreground. Empty buildings with rubbish on the streets outside. Two children walk down the street, camera follows them and zooms in on graffiti on the wall at the end of the street. Credits. LFS end card.
