Summary: A film celebrating the award of charter, transforming the Hendon Urban District into a Municipal Borough. The film begins with a shot of a car with a man operating a camera on a tripod from its roof. The radiator of the car is covered with a shield reading 'The Ionic Films Charter Day'. The Lord Mayor of London, Sir Maurice Jenks, is filmed arriving by State carriage at the Child's Hill boundary of Hendon, where crowds await. The Lord Mayor is accompanied by the Lady Mayoress, the Lord Lieutenant of Middlesex (Lord Rochdale), the High Sheriff of the County (Lieutenant-Colonel M.F.M.S. Kittoe) and the City Sheriffs. The men walk with the Mayor of Hendon, Councillor B.J. Munro and inspects a line of soldiers before returning to their carriages. The state carriages stop again at the junction of Golders Green Road, North End Road and Finchley Road where a wreath is laid on the Golders Green War Memorial, in front of crowds including a group of war veterans. The carriages then proceed to the Hendon War Memorial on Watford Way for another wreath laying ceremony. The Mayoral party later arrives at the Town Hall on The Burroughs, where the Mayor gives an address of welcome and presents gifts to the Lord Mayor (an illuminated copy of the address and a silver replica of a Handley Page aeroplane). The Lord Mayor hands the Mayor of Hendon the Royal Charter of Incorporation. The celebrations continue at Hendon Aerodrome, where the Mayoral party and the public watch a formation display by children, clowns, dancers, and a mechanical cow.

Further information: The film's producer 'The Ionic Theatre' was a cinema in Golders Green, and this film was made for exhibition there. The film has long silent sections with occasional pieces of soundtrack.
