Description: The film begins with the arrival, by horse-drawn carriage, of the Lord Mayor of London Sir Seymour Howard. Howard leaves his carriage at the borough boundary at Ponders Green and delivers the charter of incorporation granted by the Queen. Crowds line the streets as five horse-drawn carriages carrying the Lord Mayor, the new Mayor of Enfield (Councillor J. Cottenham), the Lord Lieutenant of Middlesex (Charles Latham) and other dignitaries travel on to the Market Place in Enfield Town. The entourage is met at the Market Place by members of the territorial army from the Middlesex Regiment. The charter ceremony itself takes place inside the Rialto Cinema, with the new Mayor of Enfield and the Lord Mayor giving speeches.
