Stanley Edgson, JP gives a direct address to the camera, exhorting the residents of the borough to collect and donate waste paper in order to raise money for munitions and services in the ward of Westminster. The Mayor sits at a desk in his Mayoral chain, referring occasionally to a script before him. He announces that a generous donor has agreed with him to pay for each ton of paper collected in the week commencing December 15th, and that there will be a daily collection from every street in the city.
