Description: Ceremonial activity at the first meeting of the new Westminster City Council, on the 1st of April 1965. In the council chamber the maces and Mayoral chains of the Metropolitan Boroughs of Marylebone, Paddington and Westminster are presented to a man at the chamber's podium before being placed on a table in the centre of the chamber. Speeches are given in the chamber (inaudible as footage is mute). The new Mayor of the City of Westminster, Alderman Sir Charles Norton, is invested and presented with his ceremonial chain, before seating himself at the head of the chamber and receiving the general applause of those present.
