Description: The film opens with a shot of the new flag for the Borough of Surbiton being hoisted. The Lord Lieutenant of Surrey, Lord Ashcombe (Henry Cubitt, the 2nd Baron Ashcombe) arrives at the Chessington boundary of the old urban district of Surbiton, to be greeted by the Mayor, Councillor H.S. Durban, and the Bishops of Southwark (Richard Parsons) and Kingston (Frederick Hawkes). Lord Ashcombe inspects a Guard of Honour from the East Surrey Regiment. The celebrations then move on to the Alexandra Recreation Ground, where crowds have amassed to watch the formal ceremony. The party of officials walk through the crowd to stand on a raised platform beneath a canopy, equipped with a microphone. A little girl, Miss Margaret Elford presents the Mayoress with a bouquet of flowers and the presentation ceremony begins. Lord Ashcombe presents the Mayor with the instrument of incorporation for the Borough of Surbiton and the crows cheers. The Charter Mayor thanks Lord Ashcombe and accepts the Charter. The Town Clerk, Mr R.H. Wright, then reads aloud from the charter. The Mayor follows by reading from a telegram of thanks to King Edward VIII. The ceremony now complete, the procession of dignitaries is led from the platform by the Charter Mayor and Lord Ashcombe. The camera meanwhile follows Councillor William Sanger and his wife, who will become the first Mayor and Mayoress of Surbiton.

Further information: This appears to be a longer version of the newsreel item made for local release, as the nationally issued newsreel item on the Charter Day was only 38 seconds long and does not include the detail given here the shorter item appeared in the newsreel issued on the 17th September 1936). Indeed a title at the start of this film announces that 'The film record of this great occasion is presented by British Movietone News, distinguishing it from the regular newsreel.
