A large modernist Brick building can be seen from long distance we move closer to the main entrance through a car park to see people entering and leaving the building. The London Borough of Harrow coat of arms come into view.
Intertitle: The members and staff of the London Borough of Harrow Welcome You to the Civic Centre
A board featuring pictures-photos and paintings with the title Picturesque Harrow are displayed in a foyer. A information desk comes into view with a uniformed man standing by the desk and smiling.
Intertitle .......just inside the foyer is the information office which deals with over 300 enquiries each day
A woman is seen speaking to another woman with a small child who smiles towards the camera, she appears to be dealing with a request in an office type setting, we see another office worker on the phone and a man waiting to be helped.
Intertitle: one of the most colourful sides of the civic centre is this historical panorama of Harrow. It was presented to the Corporation by Kodak Ltd. and contains 730 titles each 6 inches square.
A large wall of individual colour photos and graphics is viewed and admired by a woman and two small children. A close up of the mural shows many different faces, images and logos, children point to one which particularly takes their interest.
Intertitle: the civic suite includes the Mayors' Parlour
Three men admire and inspect a Mayoral ceremonial mace on a office desk, together with the Mayoral ceremonial chain of office. A ceremonial red gown is show by a smartly dressed man in suit to two more casually dressed men.

An impressive civic modern hallway with glass doors and windows leading to a room is shown.
Intertitle:......the Members' Room
A wall with pictures of Council Officials(Possibly past Mayors?) is shown and fades to a painting of Sir Winston Churchill presumably in the same room. A wider view of the room shows a lounge type set up with rows of chairs and tables.
A woman smartly dressed is seen operating a machine using a silver template she appears to be making a copy with some sort of template. She feeds the the silver template and paper into a machine and takes out the two materials after processing.
A modern machine workshop with three men cleaning and working a small printing press, a woman in a red patterned dress can be seen feeding paper into a machine, and copies produced. The same women is seen looking at a grey machine panel studying dials and switches. The panel is seen in close up with a number of gauge type dials. Other machines are shown, large generator type machines, whth further views of machine dials and gauges.
A registry office with a table and flowers and chairs fades to a picture of an Asian Bride smiling at the camera with her husband in a 1970s style suit wearing large white tie signing the register, with guests subsequently shown. We see the happy couple outside the centre being photographed, together with a group shot showing 1970s fashion and traditional south Asian dress.
A basement shot of a telephone type exchange is seen, showing exchange boards. A woman can be seen working a small switchboard she is wearing a headset and appears to be connecting people, we see the small wooden switchboard and buttons.
A woman is in profile working some type of coding machine at speed inputting from data sheets a pink ticker tape can be seen by the side of the machine. More office views can be seen of a machine room environment, a young girl in a white dress talks to a colleague sitting by a machine.
Two men can be seen in a office sharing a large desk surrounded by paper and in-trays. A large noticeboard is seen in the background, one of the men is seen preparing slides.
The same man appears in a conference room with projector and white screen. It appears to be a formal meeting with people sitting in a horseshoe style boardroom, dressed in business suits and name plates on the desk. The man is seen talking to the group.
A sign stating Department of Social Services is shown, fading into an office scene of a number of people working at desks and talking on the telephone. A woman is seen talking on the telephone with a very cluttered desk.
A white haired man can be seen looking through cards checking or referring to something, a man be seen above him,looking on intently. The white haired man appears to be stamping a yellow card and checking a list.
A woman is lying down giving blood, a nurse appears to be taking a sample, and a doctor is preparing her arm for blood donation, views of blood donation equipment are seen.
Office workers are seen working and writing in ledgers. A picture of a distinguished asian man is on the back of a office door we see an office space with large maps on the wall and a woman in the corner working. A man approaches her with a magazine and points out something to her, which causes both of them, to get up and refer to the map.
A blue sign stating Marlborough First & Middle School is seen with a view of the school, we see students and a teacher admiring a small animal(maybe a mouse) in a class room with glass tanks. We see children in school uniforms in a canteen queueing for dinner.

Rayners Lane art deco style underground station is seen and the camera zooms out to show high street with a Midland Bank and a parade of shops and shoppers.

A big tudor style house can be seen opposite a 1960s style high street on blue summers day, we then see a tudor high street rising up to a church St Marys on the brow of Church hill.

An office scene with a man in a waist coat and glasses shows a female colleague an area on a map, holding a letter, perhaps checking a reference, they then look up a card in a large reference file, to check information.
A seal register and certificates are seen on a wooden desk,with two council officials in suits signing the certificates, and making entries in various books. The two officials are seen working the red seal press, putting seals on documents, and then cleaning the press.
The press is then closed up into a large impressive cabinet.
A topless picture of a model is seen in close up and we see it is a calendar on a noticeboard in a Architects or Building Planning Office. Two men are seen looking at drawings on a technical drawing board with a small model of what looks like a housing estate by the side, they refer to the drawing and model. We see a close up of the model. We see the same two men at a different desk with plans and building blocks for a new building. A board features architectural drawings featuring houses and offices.
A wider of the office shows a number of colleagues working and on the phone. A man looks through a tripod survey equipment on a country road, men work drilling and digging up the road.
People can be seen walking up a street(which we find out is a driving centre) and a car stops a zebra crossing to let a man cross. We see a white Vauxhall Victor car with Harrow Driving Centre Training Car sign on the side come into view, a man inspects motor bikes with L plates and the white car can be seen driving around the test centre, meeting the same model car at a junction.
A night scene with a raging bonfire and fireworks in the night sky.
