Summary: The first film shows Romford in the 1950s and the problem of traffic congestion and a proposed solution. The second film shows the building of the Romford shopping centre at different stages in the 1960s.

Description: Film One: A congested junction showing a number of vehicles on a bustling high street, a traffic policeman is in the centre surveying the scene, as the traffic lights turn red a large number of people cross the road. A municipal building with a traffic sign stating Town Hall and Car Park with directional arrows. We see a distinguished looking gentleman with a handle bush mustache, he introduces himself as Pat Widley, Alderman of the Borough Council and Chairman of the Highways committee. He has a large display board behind him and points to the board explaining the issue of traffic congestion in Romford, and the proposed ring road solution.
We then see scenes of Romford Market on London Road with stalls, people shopping and vehicles, people wander about the market and negotiate the traffic.
Three buses negotiate the junction at Golden Lion corner, the junction is extremely busy with pedestrians crossing at the lights. We see the high street with a large number of shops with awnings,pedestrians wait at the traffic lights and a special constable is seen controlling the pedestrians. Aerial view of the high street shows two buses negotiating the road, which is narrow, with cars parked on one side of the street.
More views of a congested junction, buses(No. 86) are seen turning into a road and there is heavy congestion and traffic jams.
Pat Widley reappears to explain the proposed solution of a one way traffic system to ease congestion.

A brick wall shows a street sign for Market Pace we see a corner of a junction and a view of a building with a clock. Views of a parade of shops and buildings with cars parked outside a white morris delivery van drives by. A shop with a Greetings Cards Sign is boarded up and a Sold notice is above the shop front,more views of the parade and market stalls, the high street is busy with a number of shoppers and cars.

A brick wall with a street sign for Market Place, we then see a small building with a notice demolition site office temporary offices, a partially demolished building is seen with views of the surrounding areas, we see a large woodland space, and resdential housing, A car park is seen with a number of cars parked and a very large brick building is shown.

Views of a parade of shops, building cranes can be seen in the background, and we see a building construction site, two men in suits, white shirts and a tie, survey the scene.
Intertitle: Laying the foundation stones 13th December 1967
A large partially constructed building with scaffolding and white boards at the bottom, people smartly dressed can be seen leaving the building. Interior shoe of what appears to be a hotel conference room, smartly dressed people arrive and appear to be holding a programme. Two men appear to making a speech.
A view of a ceremonial foundation stone and possibly the raising of the stone(the film is very dimly lit at this stage).
Views of a large building site a town can be seen in the background, we see a cast iron framework, and aerial views of the large site, which is next to Romford market, this view shows a number of brightly coloured market stalls, and the tops create a tapestry of colour as the camera pans away.

A large building structure is viewed partially completed, followed by an aerial view of the surrounding area presumably from the building under construction, we see a large number of concrete posts and men appear to be working on the foundation. Further scenes of the foundations being layed with concrete.
Intertitle: Progress Report No. 6 June 1969
Aerial views of the site show the progress being made, as the the building takes shape. A white modernist office block is seen in the background. Builders are seen working and we see a shot of a builder taking a breather and enjoying the sun.
We see a concrete shopping precedent which appears to be below ground level, a shaft of sunlight silhouettes the shoppers, a stripped section of the new building is seen, as the camera pans around the shops.
We see an entrance to Romford shopping centre.
A large white modernist building is viewed, with a final look at a parade of shops.
