Description: Laying of the foundation stone of a building for the Hackney Association Workshops for the Elderly on 7th December 1960. These workshops were opened in order to try and help mitigate poverty in Hackney's ageing population by providing employment opportunities in an environment conducive to use by the elderly. At the construction site of the Workshop on Ellingfort Road: Hackney Mayor Sally Sherman is introduced by her husband Alderman Louis Sherman (who was also Chairman of the Hackney Association of Workshops for the Elderly). Mayor Sherman mortars the base for a foundation stone to be placed in the wall near entrance. Railway arches and line are visible in the background. Sherman shakes hand with members of the assembled audience, present are some of the pensioners who will benefit from the Workshop (including Elizabeth Lagden (aged 78) and Beatrice Willcockson (aged 75)), Mr Alan Jacobs, members of Hackney Borough Council, and other members of the Association including Alderman Olive Cox of Stoke Newington (organiser at the Association's first site on Pedro Street in Hackney). Mr J. Silk, representing the building contractors W. Silk & Son, presents Mrs Sherman with a silver coffee pot. There is an out of focus close-up of the foundation stone, which is unreadable (the text on the stone actually reads: 'This stone was laid by Sally Sherman J.P. Mayor of Hackney 7th December 1960'). Reporters and photographers from the Hackney Gazette and The Observer are present.
In a plain classroom [possibly within Clapton School for Girls] uniformed schoolgirls in aprons work on a mural/painting on one wall while a teacher looks on. The painting appears to be of medieval scene.
An elevated view (possibly taken from an upstairs window) of a single storey building, a sign on the building reads 'Hackney Association for Workshops for the Elderl'. [This appears to be the completed building on Ellingfort Road seen being built at the start of the film]. A petrol tanker, marked 'Esso Blue' is parked outside.
The opening of Charles Burton Court a new block of social housing flats, on Saturday May 14th 1960. An assembled group of dignitaries, including Hackney Mayor Morris Blitz, are seated in front of the block and give and receive speeches. Charles Burton's widow Mrs M.G. Burton opens a curtain revealing plaque reading 'Charles Burton Court. This estate has been so named to commemorate the services rendered to this borough by Giles Charles Burton, J.P. Alderman and Councillor of the Borough from 1928 to 1931 and from 1934 to 1936. Mayor of the Borough 1938-1939 and a Freeman of the Borough. May 1960'. Standing beside her are her daughters Mrs G.E. Mander and Mrs M.A. Cole. Photographs are taken by the Hackney Gazette.
More speeches. Mr R.H. Harrison (Hackney's Chief Assistant Architect) presents Mrs Burton with a cut glass vase to commemorate the opening. Mrs Burton presents Mayor Blitz with a solid silver plate. [This plate had been given to her husband in 1939 by the architects Messrs. Joseph on the occasion of him laying the foundation stones of Warwick Grove and Springfield housing estates and the opening of Hindle House on Arcola Street, Hackney].

Inside Hackney Town Hall, a large floral display in front of brass plaque war memorial in the first floor reception. Part of the display reads 'Councillor Mrs S. Sherman Mayor 1960-1961'.
