Description: This drama documentary uses the story of a fictional local authority to demonstrate the value of work study techniques in improving productivity. It uses a range of locations for its fictional authority, but leans heavily on the London Borough of Greenwich. The film begins with views of road workers, sewerage inspectors, street lighting engineers and refuse collectors near Greenwich's council's Woolwich Town Hall on Wellington Street in Woolwich, before entering the council chamber. The local authority is finding it difficult to maintain adequate services, especially refuse collection, because of understaffing. The Chairman of the council allows the Borough Engineer. a proponent of work study, to make a case for the method to the other councillors. He informs then that the process consists of two main elements: the study of the method by which a job is done and the measurement of the amount of work involved. The council is divided on the potential of work study, so the Borough Engineer is sent out on a fact finding mission to other authorities already using the method. On his tour he sees the method used in application to a range of services. After reporting what he has seen, the Borough Engineer applies the use of work study to refuse collection. Consultations with operatives, and trade union representatives precede a pilot survey by a consultant mapping the working process of refuse collectors. The refuse collectors try a new approach suggested by the consultant.
